Mill Hill Centre:
Heritage Enlightenment
The Mill Hill Centre and Norman Lee Place were both adaptively redeveloped as an extension of the Boot Factory project, to create an integrated precinct. The Mill Hill Centre accommodates Council offices, community and conference facilities, a community hall, and a cafe. As Lead Consultant for this project, Archer Office lead an experienced sub consultant team that included over 40 disciplines including Heritage, Structural Engineering, MEP, BCA, Access and Fire Engineering, Landscape, and Planning.
CONTEXT
The Mill Hill Centre is located at the Western end of Spring St in Bondi Junction. The Mill Hill Centre shares lifts, amenities and other facilities with the adjacent Boot factory to create a Combined Building. This solution simultaneously addressed Heritage, Structural, Fire, BCA, Access, Services, operational and Planning constraints while minimising scope and cost.
ADAPTIVE REUSE
The Mill Hill Centre was originally constructed in 1993, and has been substantially reconstructed as part of these adaptive reuse works, including a new roof, new external glazing, and new services and fitout throughout.
WORKPLACE
The project includes new Council offices for up to 90 staff, and has been instrumental in implementing an agile workplace for Waverley Council that increases the capacity and flexibility for Council teams, with bookable hot desks and meeting rooms, and sit-to-stand desks.
HOSPITALITY
The Mill Hill Centre includes four kitchenettes that service each level, as well as a commercial catering kitchen on the top floor. On the ground floor, a new cafe features a complete commercial kitchen and full fitout, ready for use by the new tenant.
SUSTAINABILITY
The project includes extensive sustainability initiatives, starting with the adaptive reuse of existing structures. The building utilises natural daylighting and is naturally ventilated, supplemented by air conditioning. The project includes a geothermal heat pump system to exchange heat with the constant temperature of the ground, which is powered by an extensive solar array.
WORKING WITH GOVERNMENT
The project required extensive consultation with Council and stakeholders. Waverley Council chambers have temporarily been installed in the top floor of the adjacent Mill Hill Centre, which required detailed coordination of requirements for governance.
